The Problem

Istanbul is a sprawling metropolis of over 16 million people, and like any major world city, some areas require more caution than others. As a tourist, you may not be aware which neighborhoods are safe to walk through at night, where scams are concentrated, or which areas have higher crime rates. Guidebooks often gloss over safety concerns, leaving tourists unprepared for the realities of navigating a massive city.

How the Law Works in Turkey

Istanbul has dedicated tourist police stations (Turizm Polisi Merkezi) in major tourist districts including Sultanahmet, Taksim, and the Grand Bazaar area. Under Turkish law, municipalities are required to provide adequate street lighting and security in public areas (Belediye Kanunu No. 5393). The Istanbul Metropolitan Municipality operates a city-wide CCTV surveillance system called MOBESE. In case of emergency, dialing 155 connects you to police, 112 to general emergency services, and 153 to the tourist police who can assist in English, German, Arabic, and other languages.

What the Tourist Should Do

In Sultanahmet and the Old City, be alert for carpet shop scams and fake tour guides. In Taksim and Beyoğlu, avoid side streets off İstiklal Avenue late at night, particularly Tarlabaşı. In Aksaray and Laleli, be cautious of currency exchange scams and counterfeit goods sellers. Use well-lit main roads when walking at night. Take the Metro or tram rather than walking through unfamiliar neighborhoods after dark. Keep your belongings secure on public transport, especially during rush hour on the Metrobüs. Stay in well-reviewed hotels in established tourist areas for your first visit.

The Risks

The Tarlabaşı neighborhood behind İstiklal Avenue has higher rates of street crime including mugging and drug activity. Areas near Aksaray bus station can be unsafe at night with solicitation and petty crime. The backstreets of Fatih and certain parts of the Golden Horn shore are poorly lit and best avoided after dark. Nightlife areas in Beyoğlu and Karaköy can see drink-spiking incidents. Taxi scams are particularly common when catching cabs near tourist attractions rather than using apps. Protests occasionally occur around Taksim Square and can be dispersed with tear gas without much warning.
