The Problem

You are exhausted from your flight and finally checking into your hotel. The receptionist asks for your passport, which is normal. However, they then put it in a drawer and say they will keep it at the front desk until you check out or until you pay your final bill.

How the Law Works in Turkey

It is completely illegal for any hotel, hostel, or landlord in Turkey to keep your passport. Under Turkish law, hotels are only required to take your passport temporarily to scan or copy it for the mandatory police registration system (KBS). Your passport is the official property of your home country's government. Holding it hostage for security or payment is a severe legal violation.

What the Tourist Should Do

Hand over your passport for the initial check-in process, but stand at the desk and politely ask for it back immediately once they have taken a copy. If the receptionist insists on keeping it, firmly state that you know it is illegal under Turkish law to confiscate a foreign passport. Request to speak to the manager immediately.

The Risks

If you leave your passport at the reception, you run massive risks. It could be misplaced, stolen, or held hostage if a dispute over the hotel bill arises. Without your passport, you cannot legally rent a car, you cannot check into another hotel, and if stopped by the police on the street, you can be detained for being undocumented.
