The Problem

You have a job offer in Turkey but need a work permit to legally start employment. The Turkish work permit system requires employer sponsorship, specific employer-to-foreign-worker ratios, and extensive documentation. Many applications are rejected due to incorrect submissions, employers who do not meet the requirements, or the applicant being in Turkey on an incompatible visa type. Working without a permit carries severe penalties for both employee and employer.

How the Law Works in Turkey

Work permits are governed by the Law on Work Permits for Foreigners (Yabancıların Çalışma İzinleri Hakkında Kanun, Law No. 4817) and the International Labor Law (Uluslararası İşgücü Kanunu, Law No. 6735). The employer must employ at least five Turkish citizens for each foreign worker. Applications are submitted to the Ministry of Labor and Social Security (Çalışma ve Sosyal Güvenlik Bakanlığı) either from within Turkey (if the applicant has a valid residence permit) or through the Turkish consulate abroad. The initial work permit is granted for one year, renewable for two years, then three years. After eight years of legal work, foreigners may apply for an indefinite work permit.

What the Tourist Should Do

Ensure your employer meets the 5:1 Turkish-to-foreign employee ratio. Gather required documents: valid passport, diploma (apostilled and translated), employment contract, employer company documents (tax registration, trade registry, SGK records). Apply through the e-çalışma system. If applying from abroad, simultaneously apply for a work visa at the Turkish consulate. Do not start working until the permit is approved and your residence permit is issued.

The Risks

Working without a permit results in fines for both employee and employer, and the employee faces deportation. Applications from within Turkey require a valid residence permit — overstayers cannot apply. The 5:1 ratio requirement means small companies may not be eligible to hire foreign workers. Processing takes 1–3 months, during which the applicant cannot legally work. Rejection does not include detailed reasoning, making reapplication difficult without professional guidance.
