How the Law Works in Turkey
Residence permits in Turkey are governed by the Law on Foreigners and International Protection (LFIP, Law No. 6458, Articles 30-46). The most common type for tourists is the Short-Term Residence Permit (Kısa Dönem İkamet İzni) under Article 31, which can be granted for tourism, property ownership, business connections, or educational purposes. Applications must be made online through the e-ikamet system before your visa expires. The application is submitted to the provincial Directorate of Migration Management (İl Göç İdaresi Müdürlüğü). You must have valid health insurance, proof of sufficient financial means, and a registered address in Turkey. The 90-in-180-day tourist visa rule does not apply once you hold a valid residence permit.
What the Tourist Should Do
Start the process at least 60 days before your visa expires. Create an account on the e-ikamet.goc.gov.tr portal and fill out the application form. Gather required documents: passport, biometric photos, health insurance policy, proof of address (rental contract or title deed), and bank statements showing sufficient funds. Book an appointment at your local Göç İdaresi office. Attend the appointment with all original documents and copies. Pay the residence permit card fee and any applicable fines if you are close to overstaying. Keep your appointment confirmation with you at all times as proof of legal stay during processing.
The Risks
Overstaying your visa by even one day triggers administrative fines under Article 102 LFIP, ranging from approximately 500 to 2,000 TL. Overstaying by more than 90 days can result in a deportation order and an entry ban of 1-5 years. If your residence permit application is rejected, you typically have 10 days to leave Turkey. Working without a proper work permit while on a tourist visa or short-term residence permit is illegal and punishable by fines and deportation. Some foreigners fall victim to agents who promise guaranteed permits but take their money and disappear.
