What the Tourist Should Do
First, retrace your steps. If you cannot find it, go to the nearest local police station (Polis Merkezi) immediately. You must file a "Lost Property Report" (Kayıp Eşya Tutanağı) or a theft report. You will need to provide your basic details and, ideally, a photocopy or digital photo of your lost passport. Once you have this stamped official report, contact your country’s embassy or consulate to apply for an emergency travel document.
The Risks
If you do not report the loss to the police, you face massive risks. You cannot board a domestic or international flight, you cannot check into any hotel, and if stopped by the police for a routine check, you could be detained for being undocumented.
