The short-term residence permit (Kısa Dönem İkamet İzni) is the most commonly sought permit by foreigners in Turkey — retirees, property owners, long-stay tourists, and digital nomads all need it. However, Turkey has tightened requirements significantly in recent years, and certain cities (notably Istanbul) have implemented foreigner quotas that make applications nearly impossible in some neighborhoods.
How the Law Works in Turkey
The short-term residence permit is defined in Article 31 of Law No. 6458. Valid reasons include: scientific research, property ownership, establishing business connections, participating in training programs, tourism (for stays exceeding visa duration), and requests from public institutions. The permit is granted for up to two years. Applicants must demonstrate sufficient financial means (approximately $500/month equivalent), valid health insurance covering the permit duration, and a registered address in Turkey. The address registration requirement was strengthened by regulations requiring a minimum standard of accommodation.
What the Tourist Should Do
Apply online through e-ikamet.goc.gov.tr at least 60 days before your visa expires. Select the correct permit reason matching your actual situation. Prepare: valid passport (at least 60 days beyond requested permit duration), health insurance policy, proof of financial means (bank statements showing at least $6,000/year), address registration document (ikametgah belgesi), 4 biometric photos. Pay the application fee and attend the in-person appointment at the local İl Göç İdaresi.
The Risks
Istanbul and some other major cities have foreigner concentration limits — your application may be rejected based solely on neighborhood quotas, even if all documents are in order. Applying from a hotel address or Airbnb may trigger rejection. Health insurance must be from a Turkish company or specific approved international providers. Reapplying after rejection in the same city is often futile; relocating to a different province may be necessary.
